Baylor University actively supports global activities, including student exchanges and multi-institutional research collaborations. Many of these partnerships require written agreements, which may include:
- Memoranda of Understanding (MOUs) and Letters of Support for academic collaborations.
- Exchange and Affiliation Agreements for Baylor students studying abroad.
- Affiliation/Program Agreements for structured programs involving international visiting students or scholars.
- Joint Academic Programs between Baylor and international institutions.
To initiate these agreements, contact Baylor’s Center for Global Engagement (CGE). All agreements must be approved by the Vice Provost for Global Engagement. CGE will help submit the agreement to the Business Office or the Office of the Vice Provost for Research (OVPR) for legal review and signature.
Common Types of Agreements
- Memorandum of Understanding (MOU)/Letter of Support:
- An MOU is a general agreement that formalizes the relationship between Baylor and a foreign institution, showing mutual interest in collaboration without detailing specific programs. A Letter of Support documents the initial stages of collaboration.
- To initiate an MOU or Letter of Support, contact Global Baylor.
- Student Exchange Agreements:
- These agreements allow Baylor students to study abroad while hosting students from foreign institutions at Baylor. It’s recommended that these agreements are accompanied by an umbrella MOU.
- If you wish to develop a student exchange agreement or have been approached by a foreign institution, contact Baylor Study Abroad for an initial evaluation.
- Academic Affiliation Agreements:
- Institutions or organizations that enroll students or support university programs abroad need a Provider Agreement. Before discussing this with a third-party provider, notify CGE.
- To discuss a proposed affiliation, contact Global Baylor to schedule a meeting.
- Agreement Renewals:
- Renewal requests for current partnerships should be made 6-12 months before the agreement expires. Complete the Renewal of International Partnership Agreement proposal form and submit it to CGE, which will assist in reviewing the partnership.

To formalize and strengthen our global partnerships, Baylor University utilizes Memorandums of Understanding (MOUs) that outline the terms and conditions of collaboration between institutions. These guidelines ensure that all partnerships are established on a clear, mutual understanding and are aligned with our strategic goals.
Process for Establishing an MOU
- Initial Discussion: Engage in preliminary discussions with the potential partner institution to identify areas of mutual interest and collaboration.
- Drafting the MOU: Work with the Center for Global Engagement to draft an MOU that clearly outlines the terms, including the duration of the agreement, specific activities, and the responsibilities of each party.
- Legal Review: The draft MOU should be reviewed by the legal teams at both institutions to ensure compliance with all applicable laws and regulations.
- Approval: Obtain necessary approvals from relevant university officials, before finalizing and signing the MOU.
Implementation and Monitoring: Once the MOU is signed, both parties should work closely to implement the agreed-upon activities and monitor progress to ensure the partnership's success.
